Fred L. Colley was born about 1861at Belfast, Maine, the son of Lemine and Josephine (Wormwood) Colley. His paternal grandparents were possibly William and Mary Polly (Kidder or Ridden) Colley, born in Gray, Maine, and Albion, Maine, respectively.
In the 1870 Census, a William Colley, age 81, was living with Lemine and Josephine at Belfast.
I found a reference to where a Lydia Noyes, daughter of Samuel and Lydia Elizabeth Noyes, married a William Colley, but this may or may not be a different William Colley.
Vannie Ogier, (See the page of Vanetta E. Ogier), who wrote the inscription on the back of the photograph, above, had a sister Fannie. An F. L. Colley wrote in her autograph album. In case F. L. Colley is our Fred L. Colley, here is a scan of the page he signed:

Fred's maternal grandparents were John Wormwood and his wife Phylena (Witham) Wormwood, both of York County, Maine.
On 15 October 1901 at Arlington, Massachusetts, Fred married Kate P. Welch, who was born about 1871 at Belfast, Maine, the daughter of Mathew and Martha H. "Mattie" (Perkins) Welch.
Kate's paternal grandparents were Peter and Annie Welch, each born in Ireland. Her maternal grandparents were Josiah and Ruth W. (Leach) Perkins of Hancock County, Maine in the Bucksport area.
